I did not know who had supplied Official documents to the Newspaper desiring to expose who had abused his position, in a public Court, I meant only to take a step in the direction of bringing his conduct before the executors.
In the letter of the 25th July, I was reminded by His Excellency of an account of the proceedings described in the printed papers of the Glamis Castle had already been published in the Colony. With this I had nothing to do.
In conclusion, I think I shall be justified in drawing Your Lordship's attention to the large number of Chinese emigrants who pass through my Office: last year they amounted to fifty thousand three hundred and twenty-five. (50,325) and to the entire freedom from scandal, risings on board ship or incidents of such a nature which has characterized the conduct of free emigration from this Colony since it has been under my control. The system has proved beneficial to the Port as well as to the emigrants themselves.
I am convinced that the payment of their passage money by their relatives, their clan, or guild affords the best guarantee possible for the respectable character of their countryman; others could not obtain credit, that the class of men passing through this Port in crowds...
